Officer's Report
The site represents an existing industrial yard located on the eastern side of Patrick Street accessed threrefrom via a row of existing industrial units. The site is designated as Residential on the Peel Local Plan which was adopted by Tynwald in 1989.
Previously applications have been submitted for the following:
- 94/0698 - change of use to retail supply of building materials - approved on appeal
- 01/1571 - change of use for parking/storage depot - refused (reasons relating to regular traffic movements in and out of the site with restricted visibility)
03/0283 - erection of block of eight apartments with garages to replace existing outbuildings - refused (reasons relating to over-development, tandem parking spaces, height and massing of the proposed building)
03/1453 - refurbishment of existing and erection of five additional garages - refused on review (reasons relating to restricted visibility for drivers emerging onto Patrick Street)
05/0665 - retrospective application for the erection of 4 lock up private storage units - yet to be determined.
This application proposes the refurbishment of an existing structure on the northern side of the site and its use as 8 private lock-up storage units. It is not clear what renovation works are involved - they may be internal changes. Defer for further information.
The structures were previously three double fronted workshops. now they are seven single units with a lower roof. The external footprint is the same as previously but internally additional walling has been inserted and externally the three doors replaced with seven single doors.
There are no objections to this application (unlike PA 05/0665) and the usage is probably not significantly intensified by the changes which have been undertaken.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the renovation and alterations to the workshops and garages as shown in drawing MC/1/05 received on 6th July, 2005.
C 3. The units may only be used for storage purposes. and not for any other purposes including commercial or workshops.
