The application proposed is for the erection of a roof / terrace / garden on top of the rear attached garage to property 114 Summerhill Road, which is part of a row of terraced properties.
The proposed roof terrace involves the erection of 1 metre high frosted safety glass fence with timber or uPVC rail posts around the edge of existing garage roof.
Onchan District Commissioners have recommended that the application be approved. There are no objections from the surrounding neighbouring properties.
I have major concerns with this application due to the overlooking which will be caused on all surrounding neighbouring properties and gardens / yards. As the proposed roof terrace is set at the rear of the applicant site they will be able to see into the rear windows of the neighbouring properties and also the gardens / yards of the neighbours at 116 and 112 Summerhill Road. The proposal also
causes an adverse overlooking affect to the rear neighbour, (which can be seen from a photograph) where you are able to see straight into their property.
My recommendation is therefore a refusal, on the grounds that, the use of the garage roof as a roof terrace would lead to significant overlooking of adjacent rear garden areas and into the neighbours rear windows. It is considered that such overlooking would detract from the residential amenity currently enjoyed by adjacent occupiers.
