The site represents the land associated with Cronk Mooar, an existing dwelling and outbuildings located the south of Cronk Mooar House to the south of the coast road between Glen Maye and Dalby.
Planning permission was granted in principle for the conversion of two buildings to tourist accommodation (04/2251).
When the aip was considered, Diane Brown visited the site and confirmed that the buildings - a potato house and a main barn - were both structurally intact. A report was submitted by James Cain which suggested that the potato house had inadequate floor to ceiling height and in order to convert satisfactorily would need raising by 600mm with the new walling faced in stone to match the existing. He also recommended the provision of damp proof course and a vertical vapour barrier internally. He recommended the use of existing windo openings and the insertion of carefully positioned rooflights.
The proposal involves raising the roof by 1m. There are no as existing drawings so it is not possible to compare the windows with the existing apertures. There are no rooflights proposed. A new balcony is proposed along with a door at upper floor level which does not appear to be presently in situ.
The aip required a method statement which would explain how the existing buildings are to be supported during conversion. This is not supplied.
DoT have objected on the grounds that visibility at the access to the main road is not acceptable. They raised no objection to the aip.
Defer for consultation with the applicant regarding windows and the method statement and with DoT regarding their objection.
There is still no method statement but the applicant has submitted further plans which omit windows in the upper floor and replace these with rooflights (these should be Heritage or Conservation type). The need to alter walling at the upper level is now reduced and as such concern regarding stability and undermining the structure during building works is reduced also. The walling is to be reduced to first floor level - by 0.5m and rebuilt to the new level, in Manx stone.
This is a more sympathetic scheme and less likely to result in collapse or demolition of the building.
The DoT is maintaining its objection to the proposal although I cannot support this as the principle has been established.
Recommend approval - apart from the method statement, the applicant has demonstrated minimal alterations to the building and conformity with the aip.

R : Reasons for refusal
C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the conversion of the existing building to living accommodation as shown and described in drawing reference BC/1/05 received on 19th September, 2005.
N 1. For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.
N 2. The applicant should ensure that the new dwelling is fully usable by unassisted wheelchair users.
N 3. The applicant should note that this is an application for conversion on the basis of the drawings and method described in these drawings and that no rebuilding of replacement, even identical fabric is not authorised by this approval other than as shown in the approved drawings.
