Officer's Report
The application site is situated on the northern side of Pinehurst Avenue. The application site located within a predominantly residential area.
In respect of the impact on No.18 Pinehurst Avenue, the application site is set to the east of the neighbouring property. The conservatory projects 2.5m beyond the rear building line of the neighbouring property. The conservatory is set 1m off the boundary of the neighbouring property. No.18 is set approximately 800mm above the ground level of the application site. There is a 1m high close boarded fence running along the side boundary of No.18. The side elevation of the conservatory contains normal glazing panels. Since there is a significant level change and a 1m high
close boarded fence I feel these mitigate any impact onto the neighbouring property from overlooking and do not feel a condition is required in this circumstance for obscure glazing to be installed. Also I feel any impact from overshadowing to be significantly reduced due to the level change.
In respect of the impact on the street scene of Pinehurst Avenue, the conservatory is partially visible through a 1-2m gap between No.18 and the application site. The framework of the conservatory matches up with the existing uPVC windows. I do not feel the proposal causes any significant harm to the visual amenities of the locality.
The patio door matches up with the existing window. It is set to the rear of the rear of the property. The door are not visible from the street scene. I therefore do not consider the doors impact on the visual amenities of the locality.
