Hospice Care, Strang, Douglas, Isle Of Man, IM4 4rp
Permission was granted for the erection of a new 16-bed hospice and daycare unit, along with associated facilities, on the Ballamona Estate at Strang, Braddan. The site lies to the east of the new hospital and was already landscaped with substantial tree planting at the time of the application. The officer report identified that the existing St. Bridget's Hospice had become insufficient in size and was unable to expand, which provided the principal justification for a new facility. The application was recommended for approval by the case officer and was decided by the Planning Committee. Permission was granted on 2 August 2005, subject to 10 conditions.
The Planning Committee approved the application. A key planning reason was that the existing St. Bridget's Hospice had become too small and could not be expanded, making a new purpose-built facility necessary. The decision was made by the Planning Committee and carried 10 conditions.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing numbers SC 745 PL 10-10,10-11,10-12,10-13,10-14,11-01,12-01 date stamped received on 19th May 2005.
Condition 3
No development may commence until there has been approved by the Planning Authority a scheme of landscaping which includes indications of all existing trees and hedges within the site and details of any to be retained together with measures for their protection during the course of construction.
Condition 4
The proposed hospice must be connected to the public sewerage system situated within Tromode Industrial Estate in a manner acceptable to the Department of Transport Drainage Division. All drainage works must conform to the requirements of the Department of Transport's 'Manx Sewers for adoption' and all necessary inspections/surveys (including cctv) are to be carried out at the developer's expense.
Condition 5
Full permission must be obtained from the relevant landowners in order to gain access to lay the proposed foul drain to the public system. A communication fee will be payable to the Department of Transport in respect of this drainage connection.
Condition 6
Note: It is a legal requirement under the Sewage act 1999 that the Department (as the drainage authority) be advised, in advance, of the date of the connection of the development to the public sewer.
Condition 5
There must be no discharge of surface water to the main foul sewer.
Condition 6
The applicant must supply foul discharge figures and agree the proposed surface water attenuation scheme with the division prior to any work commencing on site.
Condition 7
All services including electricity and telephone where installed must be laid underground.
Condition 8
Details of the materials and colours to be used on the exterior of the building must be submitted to the Planning Committee for approval prior to commencement of works. The roof must be finished in natural slate or high quality imitation slate.
