Officer's Report
The application seeks approval in principle for the erection of an apartment block comprising of four residential apartments with associated garaging and car parking on the site of an existing dwelling on the eastern end of King Edward Road, Onchan. The site is currently occupied by a relatively large two-storey detached dwelling although the surrounding properties are generally single-storey.
The planning application has objections from local residents, the Department of Transport Highways Division and SPMCE. Onchan District Commissioners recommend that the planning application be approved.
There have several previous planning applications that are relevant to the consideration of this current application including PA 01/58 and PA 01/1273 that encompassed this application site as well as the adjacent land. These previous applications were basically refused on the grounds that they sought over intensive use of the land and that the Onchan Local Plan recognises that land is only suitable for the development of no more than three dwellings. I believe that this in combination with the existing nature of housing in the area highlights that the form of development should be as detached dwellings. In the case of the application site I would suggest that the development of four apartments is over intensive, a belief that can be illustrated by the form of the car parking provision. Additionally, the existing access is not suitable to manage the increase in traffic that would occur from the intensification in use of the application site. Furthermore, the application does not adequately demonstrate the impact on the surrounding properties.
I recommend that the planning application be refused.

R 1.
The Planning Committee considers that the introduction of apartment development onto the application site is an over intensive form of development within an area of single detached dwellings that is out of keeping with the character with and detrimental to the general amenity of that area. Furthermore, the planning application fails to demonstrate that the development of the site as proposed could be achieved in a manner that does not adversely impact on the amenity of the surrounding properties.

Notwithstanding the first reason for refusal the sightlines from the existing driveway onto the adopted highway are inadequate to serve the increased traffic that would be generated by the intensification in use of the site occurring by the change from a single dwelling as existing to apartment development as proposed.
