Officer's Report
This application relates to a detached house at the top of Richmond Hill within an area designated as an area of high landscape value.
The proposal is to build a detached double garage with a store over it served by an external staircase.
The house was approved in 2002 (PA 01330) to be built as a replacement dwelling for Rosehill Lodge which is located next to the highway on Richmond Hill. The lodge was to be demolished after occupation of the new dwelling as a condition of the approval. It has been sold to the Department of Transport and the intention is that the lodge will be demolished as part of a new road widening
scheme although this has not been implemented yet. The intention is for a safer access to be created for the replacement dwelling further up the hill.
The proposal is for a detached double garage in the curtilage of the house. The house is positioned near the top of the hill and is clearly visible from the main road. The proposed garage is set over 6 metres from the house and will also be visible from the main road. The area is designated as an area of high landscape value and it is considered that the additional large building set some distance away from the main house would be intrusive in the landscape. and detrimental to the open appearance of the area.
