This application relates to an agricultural building in Ballavitchel Road, Crosby.
The proposal is to extend the building to the side and across the front.
The applicant states that the building is necessary to house some additional cattle and sheep. The cattle are housed during the winter months until they can go out to graze and it will also be used to fatten cattle ready for slaughter. The sheep are brought in during the lambing season and are also fattened for slaughter inside. The building will also be used to house expensive machinery. The ground that he leases is at Ballaglonney, The Nab, Creg Beg and Lhergy Moar.
Marown Parish Commissioners have no objection to the application. SPMC &E consider the application to be strange because the additions are to buildings claimed to be agricultural but on a land holding extending to only 1.75 acres and the landowner owns no more adjoining land. They express doubts as to the reasons for the building and are concerned they could be used for some non-agricultural purpose.
The landowner has stated that he leases the land which he farms and has given reasons for the need for the building. A condition can restrict the use of the building to agricultural purposes. At the site visit it was clear that the current building is being used for agricultural purposes.
Department of Transport have objected because of the insufficient details included of the proposed road to serve the needs of the development. The applicant has sent him a copy of the previous permission granted in 2000. Approval was granted in 2000 for creation of a vehicular access and track to provide a new access (PA 00/00534) to the existing agricultural building.
The Department of Transport have now indicated that after further discussions with the applicant they will not be objecting to the application. There will be only agricultural vehicles using the site access and these can see over the turf hedge onto the public highway and a road side mirror will be installed opposite the access to facilitate visibility to the right. They confirm their response is no adverse impacts subject to a condition stating 2.4 x 33m visibility splays for agricultural vehicles are to be provided to serve the needs of the proposed development in accordance with the Department of Transport policies.
The applicant has explained the need for the extension to his current agricultural building. Given that there appears to be a need for the building it is preferable that it is linked to the existing building. The extension will be screened to some extent by the existing vegetation and will be less intrusive given there is a large building on the site already. The original building was granted permission in 1999 (PA 99/01491/B) and approval was granted for the current access in 2000. (PA 00/0534/B). The conditions suggested by the Department of Transport should ensure it is safe.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing numbers M/1/05, M/2/05, M/3/05, M/4/05 and location plan REF01 date stamped received on 28th April 2005.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. 2.4 metres x 33 metres visibility splays for agricultural vehicles must be provided to serve the needs of the proposed development in accordance with the Department of Transport policies.
C 5. The building must only be used for agricultural purposes.
N 1. A roadside mirror should be installed to improve visibility from the existing access to the property to improve highway safety.
