Officer's Report
This application relates to an old detached cottage set at right angles to the main road through Dalby.
The proposal is to install four conservation style velux windows two in the front elevation and two at the rear, to reinstate cement panels to the front of the house as on the original dwelling and to extend the existing small lean to garage /shed to the rear of the house to provide a single garage finished in stone to match the existing.
The proposed alterations are in keeping with the style of the building and will retain the character of the property. There is a house immediately to the front of this property but the degree of overlooking will be no greater than there is at present with the existing windows. The Department of Transport originally objected because there were no details given of the access including sightlines for the proposed driveway. The applicant has since been in touch with the Department of Transport
and given details of the existing use of the driveway. The applicant suggested a road side mirror to improve the situation and the Department of Transport has decided to remove its objection, with a note that the visibility from the existing access is inadequate to serve the needs of the existing traffic and a road side mirror must be installed to improve visibility and highway safety. The applicant's father owns land on the opposite side of the road which would enable him to provide the mirror.
The current access emerges on a slope very close to the wall of the house and clearly does not have adequate sightlines. It was also clear from the site visit that although the existing garage would be too small to accommodate a car, the existing grass driveway had evidence of being well used by vehicles. The provision of a mirror would improve the existing situation in relation to access to the site.
The proposals are in keeping with the property and will have no adverse impact on neighbouring properties or on the area in general. The access is poor but it is currently used as an access and provision of a mirror will at least improve what is there.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. C 2. This approval relates to location plan, site plan and drawing numbers 9/2/05, 9/1/05 date stamped received on 17th March 2005. C 3. The external finished of the extension to the garage must be in materials to match those of the existing garage/store. C 4. A road side mirror must be installed to improve visibility from the existing access to the property to improve highway safety.
