In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Mr Darran Hardacre Proposal: Change of use from guesthouse into apartments, at: 29 Hutchinson Square Douglas IM2 4HP
which was considered on 24 June 2005, for the reasons set out below.

Reasons For Refusal:
- The proposed conversion to seven apartments does not include any proposals for on-site parking of vehicles arising out of the permanent occupation of the building, resulting in additional on-street parking in an area where parking is at a premium contrary to the interests of road safety and to the detriment of the appearance of the Conservation Area.
- There is insufficient information provided with the application to judge whether the seven apartments would all have principal rooms with an acceptable outlook, and access to external space for clothes drying, refuse storage and general amenity in order to comply with circular 2/88.
- This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
