FROM: Anthony Holmes, Planning Officer DATE: 21st May 2009 Re: PA 05/00599/B – Provision of Car Park to provide increased car parking provision off the highway in relation to the public hall and the for the provision of open space to the rear of the hall. Recreation Hall, Quines Hill, Port Soderick, Braddan. A request has been received from the applicant’s agent to extent the date of expiry of the above approved planning application. The planning approval is currently due to expire on the 31st May 2009. Under article 13 of the Town and Country Planning (Development Procedure) Order 2005 the Department has power to extend the duration of a planning approval provided there are special circumstances to justify a longer period. In this respect, the applicant’s agent has advised that work has not commenced for financial reasons. As financial considerations are not normally a planning consideration I have to advise that a lack of funding does not constitute special circumstances in accordance with the order. I therefore recommend that the request is dismissed. This is without prejudice to the submission of a planning application that seeks planning approval for the development.
