12, Empire Terrace, Douglas, Isle Of Man, IM2 4le
The application sought permission to replace existing windows on the front elevation of 12 Empire Terrace with uPVC casement frames, designed to look similar to the existing windows. The property overlooks the back of Castlemona Terrace and sits outside the Promenades Conservation Area, meaning the stricter controls that apply within that designation did not apply here. The officer noted a precedent from a neighbouring property: PA04/409 approved uPVC windows at Number 10, with casements on upper floors and sliding-sash on the ground floor. The officer recommended approval but suggested consideration be given to requiring sliding sashes on the ground floor, consistent with that earlier decision. The Planning Committee permitted the application with two conditions.
The proposal was acceptable primarily because the site lies outside the Promenades Conservation Area, reducing the sensitivity to uPVC window materials. A comparable approval for uPVC windows at the neighbouring Number 10 supported a consistent approach. The Planning Committee approved the application in line with the officer's recommendation.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the installation of replacement windows which (a) on the ground-floor, have PVC frames which slide up and down; and which (b) on the upper floors, tilt to open; in all cases the transom must be central.
