Officer's Report
The site represents the farmyard associated with Ballakaighen Farm which is located on the south eastern side of the A2 Whitebridge Road between the top of Whitebridge Hill and the Liverpool Arms PH.
Previously the owner was granted planning permission for the use of one of the barns (the milking parlour) and the land for laser games and paintball respectively. The laser games have been taken up and have proved to be very popular. The applicant now wishes to expand the leisure use of his facilities to another barn to the north of the laser games building, for other activities. He specifically mentions (in his letter of 10/5/05), making pop videos and a playland area for children (presumably things like a bouncy castle and toys).
There are objections from the owner and prospective owner of the property opposite the entrance on the basis of intrusion into their privacy and peace.
The application also includes provision for widening of the access lane and improvements to the access.
The applicant has explained that the video-making set up will not involve loud music, no louder than music played in the home.
The views of the DoT would appear to differ from those expressed previously in that PA 03/0729 required splays of 2.4m by 215m in each direction whereas they are now requesting 4.5m by 295m.
The applicant has not yet undertaken the highway improvement works approved in PA 00/1761 and as such it is not possible to ascertain whether the proposed alterations will meet with the latest requirements of DoT. However I do not think that these additional facilities will generate much more in the way of traffic, over and above those activities already approved. Bearing in mind the amount of traffic using this highway, I fail to see how the traffic generated by this proposal will create an adverse impact on the residents of the property across the road.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the use of the building shown in drawings received on 18th February, 2004 for indoor play facilities and activities together with the access and lane improvements shown in drawings received on 14th April, 2005. In addition the access improvements must include the lowering of the roadside hedge to a height not exceeding 0.5m and removing all vegetation up to this height within the visibility splay.

The activities building may only be open and available for use between the hours of 11am and 6.30pm with no such use on a Sunday.
C 4.
Prior to the commencement of the use of the site as approved, the car parking area must be paved, or at least levelled and blinding surfaced.
