The site represents the curtilage of the Memorial Hall in the heart of Union Mills. The site is designated as Predominantly Residential on the extant Braddan Plan and acknowledged as a chapel/hall in the emerging plan.
Previously, the Commissioners attempted to obtain permission for the erection of a portacabin to the rear of the site (PA 04/1705). This was the subject of an objection from the occupant of "Skyryllin" on the basis of potential vandalism, security and outlook. This application was refused on the basis of it simply not working: the building was not to be linked to the hall and there would be limited security. Another application (PA 041706) for two portacabins was refused for the same reason and another reason relating to the loss of trees.
This latest application attempts to overcome the reasons for refusal given in the case of the previous two applications. Only one structure is proposed and it is to be linked to the existing lobby/entrance at the rear. Also proposed is a gate at the side to prevent people coming into the site and gaining access to the structure. The new structure will accommodate toilet facilities, including a disabled person's toilet, and storage facilities which, I understand are to be used in conjunction with the use of the premises as a play group which received planning permission some time ago. However the new tenants (Mooinjer Veggey) require more space.
Also proposed is the erection of railings along the front of the site. Three options are given - one with sharpened points on the top of each vertical element, one with hooped tops and the other is so blurred I cannot tell what it is. The hooped option is not unattractive but the very heavy supporting column every seven hoops is a little clumsy. The spiked railings have a rather twee decorative element every few poles which wouldn't be particularly relevant here. The railings are needed to provide security for the playgroup children playing in the front garden.
No objection has been received this time from the neighbour.
The proposal seems this time to have overcome the problems encountered previously and addition of the railings and the use of the front garden will, in my view enhance the character of the village. I have spoken with the Conservation Section who have no objection to the proposed railings provided they are of an appropriate style.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the installation of the portacabin for use as toilet facilities and storage, the erection of a gate and railings as shown in drawings reference 01, 02, 03, 04, 05 and 07 all received on 18th February, 2005.
C 3.
The railings at the front of the side and running from this to the western side of the hall may be either type 1 or 2 as shown in drawing 07 unless otherwise authorised by the Planning Authority. The type 1 railings would be more appropriate without the decorative gold spirals as shown in the submitted photograph and the type 2 hooped railings would appear more attractive without the solid supporting vertical posts or using slimmer supporting posts such as do not detract from the overall continuity of the railings.
C 4.
There must be no discharge of surface water to the main foul sewer.
C 6.
The railings must be painted to match the timberwork on the Memorial Hall (presently black).

PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
