The application sought approval in principle to remove a workshop at the end of a terrace of three-storey properties at Stanley Mount, Peel, and replace it with two new terraced houses designed to match the existing terrace. Each house would include integral ground-floor parking. On this application, the Highway Authority did raise a concern — specifically that the garage doors would open over the footway or highway. The officer recommended refusal, noting that the submitted plans did not satisfactorily resolve the garage door issue or demonstrate that the elevations to Stanley Mount would be sympathetic to the streetscene in terms of detailing. Despite this, the Planning Committee granted approval in principle, with reserved matters conditions requiring those issues to be addressed.
The Planning Committee approved the application in principle despite the officer's recommendation to refuse. The committee's approval was subject to conditions requiring that reserved matters demonstrate garage doors that satisfy the Highway Authority's concerns about opening over the footway, and that the elevations to Stanley Mount are sympathetic to the streetscene — matters the submitted plans had not yet resolved.
Condition 1
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
Condition 2
The application for reserved matters must include provision for garage doors which both satisfy the Department of Transport’s concerns regarding opening over the footway/highway and at the same time present an acceptable visual appearance to the street. The application for reserved matters must also demonstrate that the elevations to Stanley Mount are sympathetic to the streetscene in terms of detailing. The submitted plans are not satisfactory in either of the above respects.
