The application seeks approval in principle for the creation of a new access and driveway to a detached dwelling in Laxey.
The application was discussed prior to the submission of the planning application. The applicant states that the existing access is very steep and can be dangerous to negotiate. The proposed access will use the existing width to allow a lesser gradient to be used.
Objections to the proposed development have been received. Those objections can be summarised as concern over the visual impact of the new access and concern over the future use of the field. An application (03/00375/A) seeking approval in principle for the erection of two dwellings part of the application site was previously refused. The applicant has stated that they have no intention to pursue this development again in the future and are in negotiations over access to the adjacent burial site. I am content that this application would not compromise the land in terms of future development proposals.
I consider the proposed development to be acceptable and recommend that the application be approved.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2. This approval in principle relates to drawing no.s K026/P/10-01 and K026/P/10-02 date stamped the 25th January 2005.
C 3. Any subsequent reserved matters planning application must include sections showing the works being undertaken and an explanation of the fill levels.
