The four bungalows presently occupying the site have been the subject of structural, condition and type 3 asbestos surveys, their condition is considered poor and demolition has been recommended. A waste management strategy has been included as follows:
- The materials arising from demolition will be recycled and reused in accordance with the guidelines of the Department of Local Government and the Environment, the main recyclable materials at this stage are seen to be concrete, masonry, roof tiles, pavings etc., these to be crushed and graded and reused as fill material.
- All timber will be inspected and all decayed material removed for burning at an approved remote site. No burning will take place on site. Sound timbers which cannot be reused will be disposed as firewood.
- The contract documentation will require that the top soil is to be retained on site for reuse, inert materials dug out for foundations, drain trenches etc. will be directed to other sites where it can be successfully reused. In addition both demolition and new build contractors will be required to submit waste management strategies as part of the tender documentation.

The proposals are for 2 blocks of 2 apartments and 4 houses, ie a total of 8 units together with associated off road parking. It is intended that the new dwellings will be the first stage in rehousing 8 families to commence a rolling programme of refurbishment for the remaining 30 houses in Seafield and St Mary's Avenues over a period of 3 years. The refurbishment proposals will be the subject of a separate application.
Materials and scale are intended to reflect those of existing properties within St Mary's Avenue with 10no. car parking spaces created off road to replace the 10no. garages included for demolition. No other designated parking to houses presently exists within the two avenues. Large private spaces have been created to the rear for both houses and apartments, where children can safely play, without conflict with vehicular routes.
Full Construction, Design and Management Risk Assessments have been carried out under the supervision of the Planning Supervisor both for the demolition and construction phases.
The use of the site is entirely as the Port St Mary Local Plan and the overall increase in density over the whole of the site from 42 dwellings to 46 dwellings represents 9.5% and therefore could not be considered excessive. The resulting increase to their housing stock is welcomed by the Commissioners.
