Officer's Report
The site relates to 5-11 St Mary’s Avenue, Port St Mary. There are currently four bungalows on the site (2 pairs). Each pair is separated by a lane which gives access to a block of garages positioned along the eastern boundary of the site. The bungalows do not have access to these garages.
The application seeks to replace the bungalows and garages with a terrace of four dwellings and 2 blocks of apartments (each containing 2 flats) on either side. 12 parking spaces would be provided to the front at right angles to the road.
The car parking was increased to try and address the concerns of the Highway Authority. The Division suggested that 2 spaces were required per dwelling as stated in the draft Port St Mary Local Plan. This plan is not being pursued and the relevant plan for the area is the 1982 Development Plan.
The dwellings will be used as Commissioners’ housing and given that there were previously no spaces available for use with the dwellings, the scheme would be an improvement. However, on street parking would be lost to the front of the new dwellings.
A neighbour suggests that there should be less gardens and more parking spaces to the rear but it is judged that parking spaces which are visible are more likely to be utilised and amenity space for residents remains an important requirement. All dwellings would be provided with individual garden space.
On balance, it is judged that the parking standards set out by the highway’s engineer are unreasonable; the design is acceptable; sufficient amenity space is provided and the increase in number from 4 to 8 units will not be detrimental to the streetscene.
The additional drawings submitted on 5th May do not change the scheme but simply provide accurate existing and proposed plans.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing numbers C201 Rev B, C202 Rev B, C203 Rev A, C204 Rev A and B107
N 3. The applicant/developer is recommended to consider the provision of access which is suitable for wheelchair users.
N 4. For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.
N 5. For connections to Flats and Apartments the following apply - "Water Supply to Flats and Apartments - Regulations", and if applicable a "Form Of Undertaking In Respect Of Supply Pipes" will be required. Copies of these documents can be obtained from the IoMWA or alternatively by contacting the IoMWA Byelaws Inspector (Les Quayle on telephone 695957).
N 6. The applicant should should consult with the flats inspection team at the Fire Safety Department prior to the commencement of works.
