The application sought permission to install a disabled toilet within a new lean-to annex in the curtilage of St. Peter's Church, in the heart of Cregneash Village. Access to the new facility would be from within the existing church building. The main technical issue raised by the officer was the roof pitch of the lean-to, which at 20 degrees was considered potentially too shallow for natural slate — the officer's own view was that 22.5 degrees is the minimum. The applicant responded that 17.5 degrees is sufficient for natural slate and that double-felting the underlay would address any risk from the shallow pitch. The officer accepted this explanation and recommended approval, and the Planning Committee agreed.
The officer's principal concern — whether the 20-degree roof pitch was suitable for natural slate — was resolved by the applicant's confirmation that double-felting the underlay would mitigate any risk at that pitch. Satisfied that this addressed the technical issue, the officer considered the proposal acceptable, and the Planning Committee permitted it.
Condition 1
This approval relates to the alterations and extension shown in drawing 5.1.05 received on 31st January, 2005.
Condition 2
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 3
There must be no discharge of surface water to the main foul sewer.
Condition 4
The proposed development must be connected to the main foul sewer.
