The proposal is for retention of a construction access track leading from an existing gate onto the A5 highway to reach stables and a riding arena. The site includes a line of a recently constructed rough track from an existing entrance on the A5 (Castletown Road) to the newly erected stable building, and the access was described as having been constructed to accommodate construction traffic. The Planning Committee refused the application. The decision reason given was that the access onto the A5 highway provides dangerously deficient sightlines for drivers of emerging vehicles, and that formalising a track to the stables is likely to increase use of the access, contrary to interests of road safety due to the expected increase in large and heavy, slow-moving vehicles manoeuvring in and out.
The Planning Committee refused the application for retention of the access track. The Department’s refusal reason was that the site’s access onto the A5 highway has dangerously deficient sightlines for emerging vehicles. It was also concluded that formalising the track to serve the stables would likely increase usage of this access and the number of large, heavy, slow-moving vehicles manoeuvring in and out, which would be contrary to road safety interests.
