This application sought permission to demolish the existing Cliffside and End Cafe buildings on a roughly triangular piece of land at the south-western end of Laxey Promenade, and replace them with six new dwellings, each with an integral double garage. It was a resubmission of an earlier proposal. The Planning Committee refused the application in April 2005. Although the committee acknowledged that the existing buildings are unattractive and in poor condition, it concluded that the proposed replacement would be a significantly larger structure in terms of massing, site coverage, and height. The design was also found to contrast sharply with the architectural character of buildings along and near the Promenade. The key reason for refusal was that the development would not enhance the appearance of the Conservation Area, which is a legal requirement under the 1991 Town and Country Planning Act.
The application was refused on 20 April 2005. The Planning Committee found that the proposed six dwellings would over-develop the site, with a building significantly larger in mass, coverage, and height than what currently stands there. The design was also considered to clash sharply with the character of the surrounding Promenade buildings and would fail to enhance the Conservation Area as required by planning law.
