Officer's Report
The site represents the curtilage of an existing, albeit dilapidated house with attached barn, off the public footpath which links Abbeylands with Windy Corner via Ammal Lane. The house and barn have permission in principle for renovation under PA 02/2135 where the Commissioners objected to the proposal, concerned that there was no agricultural justification for reinstating the dwelling. There had been a previous agricultural association with the property in the form of an application in principle
for rebuilding for agricultural use 97/2114. This was followed by a detailed application which was refused on design grounds (PA 99/2501).
The site has now been sold and the new applicant is phasing the approved works and wishes to live on site whilst the works are carried out. To do this he proposes to reconstruct an existing outbuilding and form temporary living accommodation within it to live in whilst the works are progressed on the house and attached outbuilding. Afterward the outbuilding forming the temporary living accommodation will be converted to a home office with no general commercial use.
The existing outbuilding lies behind the house and attached barn and is in two parts - a long shed 4m by 13m and around 3.7m high which is attached to another building which is 4.8m wide and 12m and 4.3m high. The new replacement will be 5m wide and 13.5m long and 4.5m high and the other part 6.6m wide and 13m long and 4.7m high. The resultant building is slightly larger than the existing/original (part of the longer outbuilding has been demolished). The new buidling has more openings - windows and doors and rooflights but restores the general appearance of the previous buildings and are finished in stone.
The outbuilding is not generally seen from the public footpath and will provide a means of assisting in the renovation of what is an attractive building which has been considered (and is) worthy of renovation.
Whilst the Commissioners object to the application as the site is not designated for development, the scheme has no adverse impact and will facilitate the undertaking of the scheme which has approval in principle and should be undertaken.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the reconstruction of the outbuildings as shown in drawings 0415/01, 0415/03 and 0415/04 all received on 16th December, 2004 and the temporary use of the building of the reconstructed building as living accommodation in association with the renovation of the main dwelling and attached outbuilding as approved in principle under PA 02/2135.

The living accommodation may be used in association with the renovation of the main house and outbuilding as approved under PA 02/2135 and once these buildings are ready for occupation the temporary accommodation hereby approved must be converted to office accommodation for use only in association with the main accommodation on the site.
