Officer's Report
The application seeks approval for the extension and alteration of a detached dwelling in Lezayre. The proposed development comprises of a two-storey side extension, conservatory and detached double garage.
In terms of impact I would suggest that whilst the extension is quite large the dwelling is within an existing built up environment that is not readily visible from distance. I therefore consider that its impact is limited. The application site has a relatively complicated planning history but I consider that two previous planning applications are of particular relevance, 00/02401/B and 01/02693/B. Planning application 00/02401/B sought approval for alterations and extensions that were essentially the same as is proposed by the current planning application. That planning application was refused on the basis
that the property was subject to an agricultural workers tie and that the extent of the alterations would result in a dwelling well beyond that required for and affordable by any complying agricultural worker. Planning application 01/02693/B sought and successfully removed the agricultural workers tie. Accordingly, the dwelling is now an unrestricted dwelling in the countryside and the previous reason for refusal its extension and alteration has been removed. On that basis I recommend that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the existing plans, proposed plans, existing elevations and proposed elevations date stamped the 20th December 2004.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. The proposed surface water discharge to the watercourse must be via a spillway, which must be constructed to the Department of Transport Drainage Division specifications.
