In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:

which was considered on 15 April 2005, for the reasons set out below.

Reasons For Refusal:
- The Planning Committee acknowledges that the application seeks 'approval in principle' for the redevelopment of the site only. However, there is a general presumption against the demolition of buildings in Conservation Areas. In the absence of a detailed scheme of sufficient merit being demonstrated for the site as a whole, approval would be premature and would be contrary to Policy CA6 as set out in Planning Circular 1/01 "Policy and Guidance Notes for the Conservation of the Historic Environment".
- Whilst the Planning Committee accepts that the site may be capable of being developed for residential purposes and accepts that the existing workshops have limited architectural merit, the Committee has had regard to the sketch plan submitted showing 6 proposed dwellings. The Planning Committee is not
satisfied that the scheme as shown, by reason of density, general layout and external space provision, would serve to preserve or enhance the character or appearance of the Peel Conservation Area. The proposed dwellings would be close to the existing properties which back onto the site along Bridge Street and Stanley Mount and it is judged that not only would there be a harmful effect on the residential amenity and privacy currently enjoyed by these existing properties but the development would also result in a poor living environment for the occupiers of the proposed dwellings.
- This review has been considered by the Planning Committee on written evidence. Any additional submissions not previously circulated to interested parties are enclosed herewith.
