Permission was granted to convert the two attached former guesthouses at 7–8 Palace Road, Douglas into six apartments. The site covers the combined curtilages of both properties, which had previously been used as guesthouses. The site has limited outdoor space, with only a small amount of land to the front and no rear access. Despite these constraints, the Planning Committee permitted the development, in line with the officer's recommendation. The decision was issued on 2 February 2005 and is subject to five conditions. There is also a prior planning history associated with the site.
The Planning Committee permitted the conversion of the two former guesthouses into six apartments. The officer also recommended approval. Five conditions were attached to the permission.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing numbers 04/11/1 and 04/2418/1(B) date stamped received on 5th November 2004.
Condition 3
Prior to the commencement of any works, the developer must consult with the Fire Safety Department; the recommendations arising therefrom must be implemented prior to the flats being occupied.
Condition 4
The proposed flats must on completion of the proposed works, comply with the requirements of the Housing (flats) regulations and be registered thereafter under the same regulations.
Condition 5
All plumbing stacks must be constructed internally.
