Officer’s Report
- The site comprises approximately half of one of the two warehouses within the former quarry on the Head Road, and the space outside.
- Zoned Light Industrial on the Local Plan.
- Now proposed is change of use to a leisure use involving up to eighteen "players" Shooting laser guns at each other.
- The principal issues are
- (a) loss of the warehouse as such or for Light Industrial use;
- (b) parking;
- (c) traffic;
- (d) activity at unsocial hours..
- The applicant indicates (in "Annex A") that the warehouse has been empty for 8 months plus, and that units 7/8 are also empty. However, generally, there is a shortage of Light Industrial buildings within Douglas.
- The site plan identifies 22 parking spaces outside of the building, and the applicant argues that there should not be any "over-lapping" of parking demand. Any overspill parking on the Head Road would be undesirable.
- No comments from DoT on traffic as yet.
- The proposed hours of operation are
16.00 - 22.00 Mon - Fri 10.00 - 22.00 Sat 13.00 - 19.00 - Sun The traffic, parking, and associated activity may cause disturbance to local residents in the evening and on Sundays.
- I suggest that the adverse effects arising from (8) above would warrant refusal.
