Officer’s Report

1. The site comprises approximately half of one of the two warehouses within the former quarry on the Head Road, and the space outside.
2. Zoned Light Industrial on the Local Plan.
3. Now proposed is change of use to a leisure use involving up to eighteen "players" Shooting laser guns at each other.

1. The principal issues are

• (a) loss of the warehouse as such or for Light Industrial use;
• (b) parking;
• (c) traffic;
• (d) activity at unsocial hours..

1. The applicant indicates (in "Annex A") that the warehouse has been empty for 8 months plus, and that units 7/8 are also empty. However, generally, there is a shortage of Light Industrial buildings within Douglas.

1. The site plan identifies 22 parking spaces outside of the building, and the applicant argues that there should not be any "over-lapping" of parking demand. Any overspill parking on the Head Road would be undesirable.

1. No comments from DoT on traffic as yet.

1. The proposed hours of operation are

16.00 - 22.00 Mon - Fri 10.00 - 22.00 Sat 13.00 - 19.00 - Sun The traffic, parking, and associated activity may cause disturbance to local residents in the evening and on Sundays.

1. I suggest that the adverse effects arising from (8) above would warrant refusal.
