The application is for a replacement implement store. A previous building stood on the site of the proposal and had precisely this use, i.e. for farm machinery.
The construction of the store was stone walls, timber trusses and a combination of slate and asbestos cement roof. The whole building was in a very poor condition and a photograph is enclosed. Our client wished to renovate the building and bring it back into general use and in the course of carrying out repairs to the roof the building suffered partial collapse. Our client, Mr Morgan wanted to re-build the store in a similar manner but was poorly advised at that stage and believed that planning consent was unnecessary.
The Planning Enforcement Officer was informed of an infringement and work has stopped. McGarrigle + Jackson were engaged and have prepared drawings of the store intended to represent the partly built store in its completed form.
Mr Morgan was unaware of planning requirements and now seeks retrospective permission. He is particularly diligent in his desire to reproduce the previous building as closely as possible, for instance has had exact matching trusses fabricated and a photograph of these are also enclosed.
The principles of Planning Circular 3/89 in that the original appearance will be re-established will be adhered to, the Circular also suggests that renovation would not only be appropriate but also beneficial to renovate buildings such as these, which are an integral part of the Manx Countryside. There is also no change of use envisaged; the building is in reality one open room. A well-established tree exists in close proximity to the previous building and in fact was probably partly to blame for the poor structural condition; in seeking to re-build the store and retain the tree, the actual position has been set back approximately 1m from the original footprint.
