Officer's Report
The application seeks approval for the erection of a replacement dwelling with detached garage on a site in Lezayre. The application proposes to demolish the existing dwelling following the construction of replacement dwelling.
A previous planning application (00/01207/A) seeking approval in principle for a replacement dwelling in a position set back further from the road was refused. The application was the subject of a number of pre-application discussions (on file) during which I consistently advised that I had concerns about the size of the proposed dwelling, its position in relation to the existing dwelling and what happened with the existing dwelling.
A number of objections have been received in relation to the proposed development, primarily related to the size of the proposed dwelling. The applicant has referred to a replacement dwelling recently constructed just to the north of the site. I would have to agree that this dwelling is relatively large and but would suggest that it is not a good example to repeat. Furthermore unlike this current proposal this other dwelling was built directly on the site of a previous existing dwelling.
In simple terms the existing dwelling, which is quite small, is positioned parallel to the adjacent road. The proposed replacement dwelling is located in a different position to that of the existing dwelling. I consider that my previous concerns about size and position have not been sufficiently addressed by this proposed development. Accordingly, I recommend that the planning application be refused.

The Planning Committee considers the proposed development to be unacceptable by virtue of the size of the proposed dwelling and detached garage, the position of the proposed dwelling and detached garage in relation to the existing dwelling and the overly large size of the proposed residential curtilage. Accordingly, the planning application is viewed as being contrary to the provisions of Planning Circular 1/88 'Residential Development - Houses in the Countryside' in that the proposed development represents a significant increase in size with associated detrimental visual impact and loss of traditional character.
