Fields 0012 & 0028, Knock Rushen Scarlett Road Castletown
Permission was granted for a residential development of 41 dwellings and the conversion of existing barns into four additional homes on fields at Knock Rushen, Scarlett Road, Castletown. The site sits to the south west of Kissack Road and Rushen Close, with Castle Rushen High School playing fields to the north west and open farmland to the south west. The application raised several planning considerations, including the suitability of Scarlett Road and Queen Street for access, the preservation of calcareous limestone habitat on the site, the impact on the Mound and its setting, the height of proposed houses in the landscape, the transition from town to countryside, sewage treatment, and effects on wildlife. The applicant submitted amendments during the process to address the concerns of the Archaeological and Landscape Officer. The Planning Committee approved the application on 21 June 2005, subject to 10 conditions.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This permission relates to the residential development shown in drawings IOM39-P001A, P004, P006 and P007 all received on 22nd February, 2005 together with the ecological assessment and method statement for translocating the grassland; drawings 11C, S102/A0, IOM39-P002, -P010, -P011, -P012, -P013, -P014-1, -P014-2, -P015, -P016, -P017, -P018, -P019, -P020, -P021, -P022, -P023, -P024, -P025, -P026, -P027, -P028, -P029, -P030, -P031, -P032, -P033, -P034, -P035 and the location plan all received on 11th October, 2004.
Condition 3
No dwelling may be occupied until such times as the estate road has been constructed to at least base course level and adequately lit from the junction with the adopted highway up to the access to the dwelling, to the satisfaction of the Planning Authority after consultation with the Highway Authority.
Condition 4
No dwelling may be occupied until the parking facilities and vehicular access(es) have been completed to the satisfaction of the Planning Authority after consultation with the Highway Authority before being brought into use and such facilities must be thereafter so retained.
Condition 5
No works may commence upon the construction of the penultimate dwelling on the site until such times as the estate road has been completed to the satisfaction of the Planning Authority after consultation with the Highway Authority.
Condition 6
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
Condition 7
Prior to the erection of any dwelling, the applicant must have approved by the Planning Authority a sample panel of all finishes together with details of the colours of render to be applied to each property. The Committee would encourage the introduction of some variety in the colour or type of finish in the various components of the terraced properties, particularly in respect of the dwellings on plots 14, 15 and 16. The Committee would also encourage the use of finish materials which employ a self-coloured finish to ensure that the colours chosen and agreed are retained in the future.
Condition 8
Prior to the occupation of the penultimate dwelling, the works proposed for the presentation and enclosure of the mound must be completed to the satisfaction of the Planning Authority.
Condition 9
The Manx Museum and National Trust must be informed of the date when building work is to commence and be given access at all reasonable times, and reasonable opportunity to inspect the site, observe all excavations and investigate any archaeological features exposed.
Condition 10
Prior to the commencement of works on site, details of the new outfall pipe must be submitted to and approved by the Planning Committee. Such development must not disturb the foreshore rock any more than is absolutely necessary.
