Officer's Report
The application seeks approval in principle for the conversion of an existing dwelling on Bowring Road into three self-contained apartments. The ground floor of the property was previously a shop but has recently been granted approval for change of use to an office through PA 04/02210/C.
The property is located opposite an area of car parking outside The Bridge Inn. The extant ownership of this area of car parking has been previously queried. Following discussions with the applicant's
agent it has been established that the applicant also owns a large garage close to the property. A drawing has been submitted that demonstrates that this garage is capable of accommodating four car parking spaces. Given the proximity of this garage I believe that it has to be accepted as providing legitimate car parking provision for the proposed development.
However, based on the submitted survey drawings and knowledge of the application site I consider that the third floor, which is essentially roofspace with only rooflights, is not suitable to be appropriately converted to provide acceptable living accommodation. Accordingly, I recommend that the application be refused but a note be attached stating that two apartments may be acceptable.

R 1. By reason of its limited size and poor outlook the conversion of the third floor into a self-contained apartment would be contrary to the provisions of Planning Circular 2/88 - The Conversion of Buildings into Flats. As such it is considered that the building is not capable of being appropriately converted into three self-contained apartments.
- 2. Without prejudice to any subsequent planning application the conversion of the building into two self-contained apartments may be acceptable.
