In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Grove Properties Limited Proposal: Conversion of former guest house to four self contained apartments at: Castle Mount 4 Empire Terrace Douglas IM2 4LE
which was considered on 12 November 2004, for the reasons set out below.

Reasons For Refusal:
- The proposed use would generate a demand for at least four parking spaces; on-site parking is neither proposed nor practical, whilst further on-street parking would exacerbate existing congestion, to the detriment of road safety and the convenience of existing residents.
NOTE There are no details of the proposed bin storage area at the front; this proposal would have to be designed such as to preserve or enhance the appearance of the Conservation Area.
NOTE This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
