Officer's Report
The application seeks approval in principle for the construction of first and second floors to create two residential apartments. Detail within the planning application is somewhat limited and required an amendment to the description of development.
The Ramsey Local Plan contains a policy that encourages the use of upper floor space above shops for residential purposes. This has resulted in some relaxations in the level of car parking provision
accepted in certain location where the conversion of the upper floors is concerned. However it is considered that the creation of additional space where there is no current space does not accord with the policy and places undue stress on car parking. Accordingly, I recommend that the application be refused on the grounds that based on the limited submission the proposal would not provide any car parking for the proposed apartments.
