Officer's Report
The site represents the curtilage of a mid-terraced guest house on Woodville Terrace.
The application seeks full approval to convert the building into four flats.
Whilst there is only one flat per floor, the layout and use of the building is not satisfactory, in that the rear "outlet" is to be retained but not used other than for storage; the washrooms and toilets would be retained, but would be redundant.
The proposed parking space is very tight and, in practice, probably unusable.
There needs to be a more satisfactory solution for the rear outlet, which would lead to more acceptable parking provision.

: Notes attached to refusals
R 1. The use and layout of the rear annex are unsatisfactory, in that most of the floor space is not contained within any of the proposed flats, and much of the space (and the existing fittings) would be un-used and, in practice, poorly maintained.
R 2. The proposed parking arrangements are inadequate in terms of numbers, size, layout and accessibility.
