The majority of the site, and that part of it on which it is proposed to build, is within an area which is zoned on the Douglas Local Plan as Public Open Space; this area, which is characterised primarily by open space and structures of historic interest, is attractive and of considerable value to public amenity; this attraction and value would be adversely affected by the introduction of a new dwelling and its associated domestic clutter.
Note: The site is also within the area inner zone of the area affected by the dangerous goods storage at the Battery Pier.
