The proposal was for the erection of a two-storey extension to the rear elevation. The property is described as an end of terrace, two-storey house with a single-storey, flat-roofed store on the rear elevation, within the curtilage of a terraced house on the eastern side of Ballafurt Road. The extension was considered, due to its height and size, to have a dominating and overshadowing impact on the adjoining property to the north. Based on this, the Department of Local Government and the Environment refused the application.

The refusal was based on the view that, because of its height and size, the proposed extension would have a dominating and overshadowing impact on the adjacent property to the north. The decision notice also states that the decision was made by the Planning Committee constituted in accordance with the Isle of Man Planning Scheme (Development Plan) Order 1982.
