Beech House was originally two cottages but had been unsympathetically extended over the years, losing much of its original character. The proposal was to alter and extend the building to allow conversion back into two dwellings: the smaller two-storey element would be extended by 4.2 metres to form one unit, while the larger part would remain largely unchanged apart from a new front porch and rear window. Each dwelling would have its own parking area and garden. The officer considered the scheme acceptable and recommended approval, noting that while the highways division raised concerns about sight splays, the likely increase in off-highway parking was not judged harmful enough to warrant refusal. However, the Planning Committee disagreed and refused the application, finding that increasing the size of an already prominent building alongside the road would result in an unacceptable increase in visual impact.
The Planning Committee refused the application against the officer's recommendation. The decisive reason was that the building is already substantial and prominent when viewed from the road, and the proposed extension would further increase its mass and visual impact to an unacceptable degree.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing numbers 662.1, 662.2 and 662.3.
Condition 3
The roof(s) must be finished in dark natural slate.
