Officer's Report
Glen Darragh Mill is a prominent site between Glen Vine and Braaid Cross Roads. The actual mill is behind the main house which fronts directly onto the road. The site in within an Area of High Landscape or Coastal Value and Scenic Significance and is in an area of Registered Woodland.
History
04/633 - Conversion of barn to residential and 2 storey extension to rear - refused on 8th June 2004 - 'the size and design would detract from the historic character and appearance of the mill.'
95/1262 - Approval in principle for the extension to the mill building - refused at Appeal 5th September 1996.
98/1960 - Approval in principle for conversion of former mill to dwelling - approved 31st March 1999 - approved but now expired.
The Inspector at Appeal in respect of 95/1262 was concerned about the size of the extension, the enclosure of the mill wheel and the loss of the millrace. The subsequent application related only to the conversion of the building and not to any extensions.
The latest application has modified 04/633 by reducing the size of the extension and altering the finishes. The changes have been prepared in consultation with Mr Steve Moore and the Planning Officer. Planning Circular 3/89 states that the building must be substantially intact and capable of renovation. Whilst no survey work has been submitted, the Planning Committee has been satisfied that the integrity of the building is sound. The Circular also states that any extension should be modest. The revised scheme is more modest and reflects the advice provided. The mill race will be preserved, and the water wheel reinstated. It is judged that the extension would not detract from the character and appearance of the original building
The Highways Division remains concerned about the access although it has been suggested that the Highway's Division will not pursue the application to Review if approved.. The agent has indicated that for the moment the converted mill would be used in the same ownership as the main house. In the event that the mill was sold off the access would become a shared access. It is judged that a condition restricting the use of the mill to usage in association with the existing house only is unnecessary in this case.
The Water Authority has recommended a condition about water supply which was not a concern in the previous application PA 04/633. Due to this inconsistency, it is judged that the use of the standard condition would be unreasonable.
On balance, this scheme is an improvement to that previously submitted and is in itself an acceptable extension on this prominent mill building.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing numbers 04/JD/529 02, 04/JD/529 03, 04/JD/529 03B, 04/JD/529 03C and also drawing numbers 04/JD/529 11 Rev E, 04/JD/529 12 Rev F, 04/JD/529 13 Rev E, 04/JD/529 14 Rev D and 04/JD/529 15 Rev D.
The site boundary hereby approved is as shown on drawing number 04/JD/529 16 Rev C.
C 3. Only those trees shown on drawing number 04/JD/529 10 Rev B shall be removed as part of this approval.
C 4. All existing stonework must be retained as such and must not be rendered, painted or similarly treated.
C 5. The exterior stonework must be of a traditional nature.
NOTE: Split stone on a backing render is not acceptable as an external finish.
C 6. All new windows must be timber framed vertical sliding sash.
C 7. The roof(s) must be finished in dark natural slate.
C 8. The roof lights must be heritage/conservation style roof lights.
C 9. All doors shall be timber framed.
C 10. The first floor of the proposed northern elevation of the extension must be clad in timber to match that proposed on the western elevation.
