The site is off Ballagyr Lane, just outside Peel. Permission was granted to alter and use the existing barn for the storage of marquees and marquee equipment (A3 Marques) under PA 02/865. This followed a refusal at Appeal under PA 00/2133.
It is now proposed to remove an existing silage tank and erect a dwelling with integral garage. No evidence has been provided to suggest why this is now necessary but I suspect the applicant will argue in time that it is needed for security purposes.
There is no justification for a new dwelling in this rural location. It would be contrary to the Department's established countryside policies set out in Planning Circular 1/88 'Residential development - Houses in the countryside'

The site is not zoned for development on the Isle of Man Planning Scheme (Development Plan) Order 1982 and the rural location is recognised as having High Landscape or Coastal Value and Scenic Significance.
The proposed dwelling would be contrary to the land use zoning and also the planning policies set out in Planning Circular 1/88 "Residential Development - Houses in the Countryside". There are no exceptional circumstances to warrant the setting aside of the Department's countryside policies which are in place to prevent the proliferation of unwarranted development in the countryside.
