6.0 Summary / Conclusions

The purpose of this Statement of Case is to explain the need for improvement of the existing junction and the development of the proposed junction improvement scheme.

The existing junction has visibility problems particularly for vehicles exiting Saddle Road, and a poor accident record. The Junction is already over capacity in the Peak Hour, with long queues forming on Saddle Road.

In 1989, the Department of Transport employed an external traffic management consultant to investigate, in considerable detail, the Douglas and Braddan Road network. As a result, the Department produced a Transport Strategy which was received by Tynwald in 1996 and has subsequently been actively implemented. Braddan Church Junction forms part of the outer link network around the outskirts of Douglas.

An investigation of all available junction improvement options has been undertaken, and the options assessed on their ability to improve safety, capacity and the philosophy of strengthening the outer link network whilst minimising environmental impacts.

The Department conclude that the Proposed Junction Improvement (mini roundabout) scheme, as shown on Figure 7, best meets all the needs specified.

The Department of Agriculture, Fisheries and Forestry, Manx National Heritage, Manx Bird Atlas, and Manx Wildlife Trust have carried out environmental assessments on the land affected by the scheme. There will be some tree loss however, mitigation measures agreed with DAFF Arboricultural Officer, will be incorporated into the scheme. The effects on the site of Archaeological Interest have been minimized and an archaeological watching brief provided in appropriate areas during construction. No other key environmental issues have been identified.

In conclusion, the proposed scheme is recommended as it improves safety for all users of the Braddan Church Junction including pedestrians and local residents. The introduction of a mini roundabout and the 30 mph speed restriction will help to reduce vehicle speeds. The scheme also meets local and peripheral traffic demands and fulfils the objectives of the Department's Douglas and Braddan Highway Network Strategy.

The Department of Transport therefore submits the Proposed Junction Improvement (mini - roundabout) scheme, for planning approval.
