The application sought to replace the existing windows at 22 Hawarden Avenue with uPVC top-opening casement windows. The property is located within the Woodbourne Road section of the Douglas Conservation Area and currently retains its original painted timber sliding-sash windows. Officers visited the street and found that the vast majority of dwellings in the area retain their original windows, making the character of the streetscape largely intact. The proposed uPVC casement windows were considered unacceptable in this context. Officers noted that the preference is always to retain and overhaul existing windows, with replacement only considered where windows are proven to be beyond repair. No such evidence was provided.
The application was refused because the proposed uPVC top-opening casement windows are an inappropriate replacement for the original painted timber sliding-sash windows in a conservation area. The surrounding streetscape retains the vast majority of its original windows, and no evidence was provided that the existing windows were beyond repair. The Planning Committee followed the officer's recommendation to refuse.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the installation of a) in the front of the building, PVC-framed sliding-sash windows, and b) in the rear of the building, PVC-framed casement windows.
Condition 3
Prior to the commencement of any works, there must be submitted to and approved by the Planning Committee details of the proposed windows; the front, sliding-sash windows must be of slim-line section to match the existing wooden windows.
