The application is for the creation of a new off-street parking space as well as a new vehicular access due to the lack of an existing access. This has been omitted from the proposal description.
The application has provided visibility splays for the proposed access; however they have been drawn incorrectly. A 2.4m setback distance has been used, which is correct, but the visibility splays have been drawn to the centre and offside of the carriageway. Visibility splays should be drawn to the nearside kerb in both directions. Wybourn Grove is subject to a 20mph speed limit, therefore requiring 25m visibility. The driveway is located within a cul-de-sac where vehicle movements are expected to be low speed and low volume. Despite the visibility splays being drawn incorrectly, the expected level of visibility achievable from the driveway should be to an acceptable standard.
The alteration to the highway, in the form of creating a new access crossing the footway, will require a Section 109(A) Highway Agreement to be made post planning consent.
The proposed hardstanding area measures approximately 9.3m x 4m. This is more than adequate for the provision of a driveway space, but falls short of the length and width requirement for a double space driveway. Planning may wish to consider the amount of landscaping being replaced as provision of a double space cannot be accommodated within the site.
The creation of the space will require the relocation of a grit bin. This will need to be relocated elsewhere within Wybourn Grove so it can continue to serve the cul-de-sac. At present there are gas and water inspection covers in the footway fronting the proposed access. Whether the inspection covers can be retained in their current position or need to be relocated will need to be decided by Manx Utilities. The relocation of the grit bin and potential relocation of the inspection covers will be at the applicant’s cost.
The proposal raises no significant road safety or highway network efficiency issues. Accordingly, Highway Services raise no objection to the proposal subject to the conditions for all vehicular access arrangements to accord with drawing No.403-01 and for the relocation of the grit bin within Wybourn Grove. An advisory for a S109(A) Highway Agreement to apply too.
