The proposal was to install uPVC replacement windows on the front elevation of a terraced house at 3 Park Road, Douglas. The site sits within a Conservation Area, making the design and appearance of the windows a material planning consideration. The officer noted that the existing windows are not original to the building and are considered inappropriate. Looking at the immediate context, neighbouring properties at numbers 2 and 4 have similar windows to those already at number 3, and most nearby properties have PVC-framed tilting casements with a central transom. On that basis, the officer concluded that uPVC tilting windows would be acceptable provided they include a centrally positioned transom, giving a window split in a ratio of 2:3. The Planning Committee agreed and permitted the application with three conditions.
The proposal was acceptable because the existing windows are already non-original and inappropriate, and uPVC tilting casements with a central transom are consistent with the character of neighbouring properties within the Conservation Area. The Planning Committee permitted the application on that basis.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
The transoms must be centrally positioned in all windows.
Condition 3
Subject to condition (2) above, this approval relates to the submitted documents which are date stamped 28th April 2004.
