PLANNING STATEMENT
The application is for the renovation of an existing farm building and change of use to form a dwelling in the Shenvalley Farm area at Shenvalley.
The original use of the building was a Cottage, but by disuse became a barn.
In 1996 an application was made to renovate the building, its use still as a barn. The application PA 97/0646 was duly approved on Review on 13th January 1998 and the works, which were substantial consisted of re-roofing, new floors, walls and an extension were duly carried out, and the building is now in good structural condition.
The agriculture use of the building has declined from 1996 and now has not been used for that purpose for at least 5 years and is considered surplus to the present requirements of the farm.
The form of the building as exists is very much that of a traditional Manx Cottage, and externally required little structural alterations, apart from the raising of the roof by approximately 600mm to provide reasonable headroom and the formation of new windows and a door. The overall footprint is as existing.
Access is established on the public right of way from the Mull Road, which also serves Seamer Cottage. A water service exists, other services i.e. electricity and Telecom are within a reasonable distance and are included in the application.
The appearance is established as a Manx Cottage, the building is structurally in reasonable condition and the present use no longer required, our client feels that as the building is now redundant for its present use the reversion to its original use i.e. a dwelling is both reasonable and in accord with Planning Circular 3.89 - Renovation of Buildings in the Countryside.
