The applicant now does not wish to complete the scheme but merely implement part of the proposal prior to the application for and completion of a new replacement dwelling. I consider the issue of a replacement dwelling to be acceptable in principle. With regard to the proposed amendments, the Committee is requested to consider whether a fresh planning application is required. I consider that whilst the proposal is reduced from the initial application, it is significantly different and warrants a further application.
