Officer's Report
The application is for approval in principle for the erection of an agricultural workers retirement dwelling on part of a field in Andreas.
The application site is owned by the applicants who currently reside in a 15 acre small holding known as Farrants Fort. The principle of constructing a retirement dwelling has been discussed with the applicant previously and at that time it was indicated that given the circumstances an application for a new dwelling would be unlikely to be viewed favourably. I consider that Planning Circular 3/88 only allows for the construction of agricultural workers retirement dwellings when agricultural need is proven and when the new dwelling is built in close association with the existing farm. From the submitted information it is understood that Farrants Fort will not be staying in the family and as a result the applicants do not wish to build close to the existing property.
It appears to me that as there is no intention for Farrants Fort to remain within the family there is no reason why the funds from its sale could not be used towards the purchase of a suitable home elsewhere for the applicants retirement needs. Crucially, there is insufficient justification to warrant
the erection of a new dwelling within the countryside. Accordingly, I recommend that the application be refused.

R 1 . The proposal is considered to be contrary to the provisions of Planning Circular 3/88 insofar as the stated agricultural need and circumstance of the applicant are insufficient to offset the general planning objections to residential development in the countryside.
