This application sought approval in principle to demolish the existing dwelling at Ballaradcliffe House, Kiondroghad Road, Andreas, and replace it with three detached two-storey houses, each with a garage. The Planning Committee refused the application on 11 May 2004, in line with the officer's recommendation. Two distinct concerns were identified: first, the layout would cause detrimental harm to trees on the northern part of the site, particularly in the area designated as Plot A, which was considered contrary to visual and ecological amenity. Second, the proposal kept the existing field access onto the highway without any modification, and a wing wall and hedge in the direction of Andreas reduced visibility to a level considered potentially dangerous for vehicles emerging onto the road. Both the tree impact and the highway safety concern were treated as sufficient grounds for refusal, and no conditions were attached.
The Planning Committee refused the application on 11 May 2004. Two reasons were given: the development would harm existing trees on the northern part of the site, damaging visual and ecological amenity; and the retained, unmodified access onto the adjacent highway, combined with a wing wall and hedge reducing visibility toward Andreas, posed an unacceptable risk to highway safety.
