The application sought to change the use of part of the car park fronting Wiseman Carpets on Station Road, Port Erin, to hold an open-air market once a week during summer and occasional Sunday car boot sales. The site sits within a Mixed Use zone under the Port Erin Plan, which supports a range of commercial and community activities. The officer identified two main issues: the visual impact of market activity on the streetscene, and whether sufficient parking would remain on site. On both counts the proposal was judged acceptable — adequate parking would be retained, and while the officer had some concern about streetscene appearance, this was not considered strong enough to justify refusal. Approval was granted for a twelve-month period to allow the actual impact to be assessed before any longer-term permission.
The site's Mixed Use zoning supported the proposed activity in principle. Enough parking would remain available on site, and although the officer had reservations about visual impact on the streetscene, these were not sufficient to refuse permission. A twelve-month time limit was imposed to monitor the real-world effect of the market use.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
For the avoidance of doubt, this approval relates to the holding of a Market on one day per week and Car Boot Sales on any Sunday, as indicated in the plans and information submitted as part of this application, date stamped 23rd February 2004.
Condition 3
The use of the site must cease on the last day of April 2005.
Condition 4
The use of the site hereby approved shall be discontinued after the date of the foregoing condition and the land must thereafter revert to its former approved use unless an appropriate planning approval is in place to continue the use beyond the last day of April 2005.
