{{table:323104}} Environment Policies 32 and 35 state the following, which are relevant in this case: Environment Policy 32 states: "Extensions of alterations to a Registered Building which would affect detrimentally its character as a building of special architectural or historic interest will not be permitted." Environment Policy 35 states "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development." ### Planning History Planning permission was granted for the renovation of the building to form office accommodation under PAs 87/0767, PA 87/1096 and PA 87/4095. Permission was then granted for the installation of a satellite dish under PA 96/1451. ### Representations Highways and Traffic Division indicate that they do not oppose the application. ### Assessment The proposed sign will have only a limited impact on the appearance and character of the building. The sign is well designed, neat and of good quality materials and would perhaps be expected on an office building in the centre of town. It is considered that the sign does not have an adverse impact either on the appearance and character of the building or the surrounding Conservation Area and is recommended for approval. ### Party Status The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status. The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance. ### Recommendation Recommended Decision: Permitted Date of Recommendation: 27.04.2011
