The site represents part of the side of the road on the southern side of Richmond Hill between the former Rose Cottage and Rosehill Cottage and including Rosehill Lodge. The works proposed are in order to improve the access to Roschill Farm where a new dwelling has been built to replace Rosehill Lodge which will be demolished once the new property is habitable.
The works involve realignment of the kerbs at the entrance to Rosehill Farm, regrading the slopes of the roadside banking to the south of the road, planting this bank with trees, wildflowers and shrubs but maintaining visibility splays to adequately service the access. Several trees will be removed which are immediately alongside the roadway. These are mainly small thin trees which are growing in the hedge and are probably self-seeded. There is a large tree set back from the road alongside the former Rose Cottage which will be removed but none of the trees to be removed are particularly good species or
contribute greatly to the amenities of the area. The scheme involves planting on the new bank of trees, shrubs and wildflowers which will eventually compensate for those lost.
Braddan Commissioners are disappointed that the scheme is not more comprehensive and does not include the re-alignment of the whole of the highway from the Home of Rest for Old Horses to Rosehill Cottage. However, the proposed works are intended only to address the problem of visibility for drivers of emerging vehicles. It would not be appropriate to refuse the application because it is not comprehensive enough when it will significantly improve road conditions.
DAFF require that tree felling is carried out outside bird breeding times.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2 . This approval relates to the alterations to the roadside as shown in drawings HW2208-02 received on 21.02.03 and HW2208-03 received on 23rd March, 2004.
C 3 . The newly created banks must be planted with native species of flower, shrub and trees: the advice of DAFF, the Manx Wildlife Trust and the Manx Wildflower Project should be sought in this respect.
N 3 . The Planning Committee would encourage the applicant to plant wild flowers along a greater length of the embankment alongside the Richmond Hill, not solely within the application site.
C 4 . All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
The works involving the removal of trees must be undertaken outside the bird breeding season to ensure that the birds, their nests and eggs are potected in accordance with the Wildlife Act 1990.
