The proposal was for the conversion of an existing guest house on Castlemona Avenue into four self-contained apartments. The current, scaled-back proposal for four units still raised parking concerns, though the officer noted that demand might not exceed that of the established guest house use. Additional concerns identified included the environment and outlook of any basement accommodation, and the adequacy of refuse storage and collection arrangements. The Planning Committee determined the application on written evidence and refused it.
The Planning Committee refused the application. Concerns about the living environment of basement accommodation and refuse arrangements also remained outstanding.
Condition 1
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (details of internal layout, all external alterations, and fire-safety precautions) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
Condition 2
The layout of the proposed flats must (a) comply in all respects with the Housing (Flats) Regulations; and (b) be such that no flat is contained entirely within the basement.
Condition 3
Subject to the above conditions, this Approval relates to the submitted drawings which are date stamped 9th December 2003.
